The Energy Performance Regulation

The complete energy design in the building field, aiming at the improvement of the energy performance of buildings, energy saving and the protection of the environment, is established by the Energy Performance of Buildings Regulation.

The Energy Rating of the Buildings is made through the issuing of the Energy Performance Certificate (EPC).

The issuing of EPC is mandatory for every

  • buying-selling-leasehold of a single building or part of a building (apartment, business premises)  per fifty (50) m2 and starting at 1/1/2016 this is going to include ALL of them without area (m2) limitation
  • new building or radical refurbishment of the existing building
  • publi buildings over 500m2 and starting at 9/7/2015 over 250m2

The EPC is valid for ten (10) years.

The Energy Performance Certificate

According to the Energy Performance of Buildings Regulation (Article 14), the EPC of buildings…

  • Represents the energy conditions of the building.
  • The EPC refers to, inter alia, general elements of the building, the calculated annual total consumption of primary energy of the reference building and the building under consideration, the annual energy consumption per energy source and ultimate use, the actual annual total ultimate energy consumption, the calculated and actual annual carbon dioxide emissions, as well as recommendations for the improvement of the energy performance of the building.
  • Every notary concerned with drawing up of the deed for transactions (buying-selling) of the immovable property, is required to cite the protocol number of EPC in the deed and to also attach in the deed the official copy of the EPC.
    1. In every leasehold, the protocol number of the EPC must be cited in the private or the notary tenancy agreement document.
    2. The tax authority does not accept tenancy agreement documents, if the valid EPC is not attached on.

The EPC is valid for ten (10) years, unless the building is radically refurbished before the end of the decade, thereof its validity expires after any refurbishment works are completed, and consequently a new EPC must be issued.

 The Procedure of Issuing EPC

For the issuing of EPC, the proprietor or the trustee of the immovable property follows the following…

  1. To communicate with our Office or other Energy Auditors (E.A.) and to assign them the Energy Audit for the issue of of EPC
  2. The E.A. provides any relevant information about the audit to the proprietor/trustee
  3. The proprietor/trustee ensures the accessibility to the communal and private areas for the audit
  4. The E.A. undertakes the studying and issuing of EPC
  5. With the issuing of EPC, the E.A. signs and stamps a copy of the EPC to the owner of the building
